Editorial Policies

Aim and Scope

The aim of the scientific journal is to highlight the results of scientific research of university professors, employees, doctoral students, post-graduate students, undergraduates and applicants for doctoral and Ph.D. degrees, as well as Russian and foreign scientists in the fields of biological sciences, physical sciences, philological sciences.

Tasks:

  • publication of original scientific works containing new research results conducted in universities and scientific centers of the republic, the country, the world;
  • ensuring the high quality of articles contributing to the development of research and educational activities of representatives of university, academic and sectoral science;
  • the disclosure of directions, scope, nature, specificity of scientific research work of the NEFU for the purposes of integration into the international scientific community;
  • reaching the level of a highly rated academic journal that meets international requirements and standards.

Open Access Policy

This is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

  1. All manuscripts submitted to the editorial board of the journal "Vestnik of NEFU" are reviewed by the members of the editorial board/international editorial board of the journal OR by public reviewers of the corresponding scientific field on the recommendation of the editorial board.
  2. All reviewers are recognized specialists in the specialized fields of sciences, must have publications in the relevant fields.
  3. Manuscripts of scientific articles are sent for review in the process of composition of the next two issues of the journal in order of the date of registration of the article.
  4. No more than two weeks are allotted for peer review, starting from the reception of the manuscript by the reviewer.
  5. Peer review is conducted anonymously on the principle of the double-blind peer review: the reviewer and author's identities are concealed during the entire process.
    Violation of anonymity is possible only if the reviewer claims plagiarism or falsification of the materials presented in the article. Reviews of article manuscripts prepared by members of the editorial board or experts are sent to university representatives and authors at their request by e-mail.
  6. If the review contains comments on corrections and revisions of the article, the executive secretary sends the author the text of the review with a proposal to take into account the recommendations when preparing a new version of the article or arguably refute them. The article revised by the author is re-sent for review.
  7. In case the article is declined from publication, the author receives a reasoned refusal.
  8. An article declined for publication by the reviewer will not be accepted for additional review.
  9. The decision to publish the scientific article after the peer review is made by the editor-in-chief, and if necessary, by the editorial board as a whole.
  10. After the editorial board accepts the article for publication, the executive secretary informs the authors about the date of the issue of the journal.
  11. Upon request, reviews are promptly provided to the Ministry of Education and Science of the Russian Federation.
  12. Reviews of the received materials are kept in the editorial board of the journal for 5 years.

 

Publishing Ethics

All parties involved in the process of preparation of materials for publication in the periodical ”Vestnik of NEFU”, namely the authors, reviewers, editorial board members, representatives of the publishers – should follow standards of publication ethics as described below.

These provisions correspond to the ethical principles adopted by the Committee on Publication Ethics (COPE). In the event that any of the following principles are violated, the editorial board will follow the instructions of COPE (http://publicationethics.org/resources/guidelines).

  1. Authorship

By submitting the article to the editorial office of the journal, the authors thereby confirm their authorship of the submitted materials. The editorial board does not require all authors of the article to sign a letter of application. The very fact of the application means that all authors indicated in the manuscript agree with the content of the article.

The author should ensure that all those who took part in the creation of the publication (in the study or in the process of writing the text of the article) are listed as co-authors. At the same time, each co-author bears public responsibility for the content of the article.
In the text of the manuscript, the author must indicate all external sources of information significant for this article (including their own previously published articles and scientific materials), formalizing them in the form of quotes or references.

Any controversial issues related to possible plagiarism or falsification of results are carefully considered by the editorial board. If plagiarism or falsification of results is confirmed, the article is unconditionally rejected. Any form of plagiarism is not allowed.

The author should avoid self-plagiarism (re-publication). The author must inform the editorial board of the journal about all their works (as well as all the works of co-authors), which intersect on the subject with the article attached to the application, and which have been submitted for consideration in other publications.    

  1. Deception and slander

The author should make every effort to ensure that the materials they present do not contain fictive data, reference omission or false statements. If author finds the substantial errors or omissions in the published work in the periodical, they should notify the editor as soon as possible and to cooperate with them in order to withdraw publication or correct it.

Authors should avoid personal, critical, dismissive or derogatory remarks and accusations directed against other researchers.

  1. Reviewing process

Editorial board adheres to the principle of double blind review: the authors won’t get to know the identity of the reviewers, and the reviewers won’t get to know the identity of authors.

Reviewers should assess the intellectual content of the manuscript, regardless of race, gender, sexual orientation, religious beliefs, ethnic origins, nationality or political opinions of its author.

Editors and editorial staff must not disclose any information on the submitted manuscript to anyone except the author, reviewers, potential reviewers, consultants and experts of the editorial board and the publisher.

There should be no conflict of interest between the reviewer and the reviewed authors.

The review should be carried out objectively. Reviewers should give a reasoned opinion on each of the material.

Reviewers must indicate the publications with no references in peer-reviewed article on the subject of submitted manuscript. Any statement, whether the findings, conclusions, or an argument made in earlier papers must be accompanied by a reference to the source. The reviewer should also draw editor’s attention any substantial similarity or match between the manuscript under consideration and any other known publication.

Reviews of articles are stored at the editorial for at least five years. Reviews may be submitted at the request of the authors (without the name of the reviewer).

Copies of negative reviews are sent to the authors.

  1. Editors’ responsibilities

Editors have the exclusive right to accept the manuscript for publication or reject it. Incoming manuscripts should be reviewed. However, the manuscript may be rejected at the stage prior to peer review, if it has a valid reason (for example, in cases where the subject of the article does not correspond to the subject of the periodical, the article is obviously of low scientific quality, the article has been previously published in another edition, and etc.). The editors accept articles for publication in accordance with its assurance in its compliance with the requirements of the periodical.

Editors should ensure the high quality of the materials published in the periodical and their substantial integrity, and to publish corrections, explanations, apologies in cases when the need arises.

Editors should not have a conflict of interest with the authors of those articles that they reject or accept.

Editors should ensure that materials published by them conform to international standards of scientific and publication ethics.

Author fees

Publication in “Vestnik of the North-Esatern Federal University" is free of charge for all the authors.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

“Vestnik of the North-Esatern Federal University" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in “Vestnik of the North-Esatern Federal University", authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Vestnik of the North-Esatern Federal University" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.
 
Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.

 

Revenue Sources

The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints, article processment charges.
